Except as otherwise provided in this ordinance, when any building or structure is hereafter erected or structurally altered to the extent of increasing the floor area by 50 percent or more, accessory off-street parking spaces shall be provided as required in this article.
(1) Single family dwellings – One space for each dwelling unit.
(2) Two-family dwelling – One space for each dwelling unit in a two-family dwelling.
(3) Multiple-family dwellings – One space for each dwelling unit
(4) Home Occupation – Two spaces in addition to those required for dwelling purposes
(5) Churches, auditoriums and other places of public assembly – One space for each five seats or bench spaces in the main auditorium or assembly hall
(6) Mobile home – One space for each mobile in an approved mobile home park which conforms to the provisions of this ordinance.
(7) Schools:
(a) Elementary schools – Two spaces for each classroom
(b) Junior high schools – Four spaces for each classroom
(c) High schools – Eight spaces for each classroom
(8) College auditorium, stadium or gymnasium – One space for each five seats or bench seats
(9) Dormitory – One space for each three sleeping accommodations provided
(10) Private clubs, fraternities, sororities and lodges with sleeping accommodations – One space for each five active members.
(11) Hospitals and nursing or convalescent home – One space for each five beds.
(12) Automobile sales and service garages – One space for each 400 square feet of floor area.
(13) Banks, post offices, businesses and professional offices – One space for each 200 square feet of floor area.
(14) Bowling alleys -Five spaces for each alley.
(15) Dance halls and assembly falls without fixed seats, exhibition halls, except church assembly rooms in conjunction with auditorium- One space for each 100 square feet used for assembly or dancing.
(16) Funeral homes, mortuaries – One space for each 50 square feet of floor area.
(17) Furniture and appliance stores, household equipment or furniture repair shops – One space for each 50 square feet floor area.
(18) Medical, dental and health clinics – One space for each 50 square feet floor area.
(19) Hotels and Motels – One space for each living or sleeping unit.
(20) Personal service establishments, barber shops, beauty shops, shoeshine and shoe repair shops, leaning and laundry establishments, self-service laundries, and customer dressmaking, furrier millinery and tailor shops – One space for each 50 square feet.
(21) Restaurants – One space for each two and one-half seats.
(22) Retail stores and shops – One space for each 200 square feet of floor area.
(23) Wholesale establishments – One space for each two employees on maximum shift.
(24) Industrial establishments – As required Articles 18 and 19.
In Districts “NS”, “CBD”, “LI”, and “HI” plans showing layout and design of all required off-street parking areas shall be submitted to and approved by the. building official prior to issuing a building permit. Before approving the parking layout, the building official shall satisfy himself or herself that spaces provided are usable and meet standard design criteria. All required off-street parking areas, including access drives, shall be improved with asphalt or concrete and all parking spaces shall be clearly marked. Light traffic areas shall have a minimum of a 4 inch gravel base with a 2 inch asphalt overlay. Heavy traffic areas, loading zones and fire lanes shall have a minimum of a 4 inch gravel base with a 3 inch asphalt overlay. Off-street parking areas, including access drives, improved with concrete shall have a minimum of five inches concrete, without wire.
In lieu of construction of any required parking lot in any zoning district, the governing body may accept a corporate surety bond, cashier's check, escrow account or other like security in an amount to be fixed by the governing body and conditioned upon actual construction of such work or improvements within a specified time, and the governing body may enforce such bond by all equitable means.
Plans for the erection or structural alteration of any business use dependent on vehicles entering onto the business site or parking lot shall be approved by the governing body. The governing body may require such changes therein in relation to yards, location of curb cuts, width of drives, location of signs and accessory uses and buildings and construction of buildings as it may deem best suited to insure safety, to minimize traffic difficulties and to safeguard adjacent properties.
Curb cuts for access to any parking and loading and unloading areas in any zoning district shall be first approved by the city. In making application for such curb cuts, the applicant shall present his or her proposal in writing and shall provide the city with sufficient plans showing location, width and type surface proposed across the public right-of-way.
Loading and unloading space shall be provided off-street and on the same premises with every building, structure or part thereof, hereafter erected, established or enlarged and occupied for goods, display, retail operation, department store, market, hotel, mortuary, laundry, dry cleaning, or other uses, involving the receipt or distribution of materials or merchandise by motor vehicle. The loading and unloading space or spaces shall be so located as to avoid undue interference with public use of streets, alleys, and walkways. Such space shall be scaled to delivery vehicles expected to be used and shall be accessible to such vehicles when required off-street parking spaces are filled. Number of spaces shall be provided as follows:
(1) 1 space – 3,000 to 20,000 gross floor area in square feet
(2) 2 spaces – 20,000 to 40,000 gross floor area in square feet
(3) 3 spaces – 40,000 to 60,000 gross floor area in square feet
(4) 4 spaces – 60,000 to 80,000 gross floor area in square feet
(5) 5 spaces – 80,000 to 100,000 gross floor area in square feet
(6) 6 spaces – 100,000 to 150,000 gross floor area in square feet
One additional space shall be provided for each 50,000 square feet above 150,000 square feet.
